California governor to order National Guard troops back from border with Mexico

California Gov. Gavin Newsom will announce plans Monday to pull back all members of the National Guard who have been deployed to the border with Mexico, saying the state would not be part of the Trump administration’s “manufactured crisis.”

The 360 National Guard troops in California will be redeployed to fight wildfires, expand the state’s Drug Task Force and collect intelligence on drug cartels, Newsom will announce.

Newsom’s decision comes a week after New Mexico Gov. Michelle Grisham ordered most of her state’s National Guard troops back from the border, citing President Donald Trump’s “border fear-mongering” as the only reason for their deployment.

Former California Gov. Jerry Brown agreed to the deployment of the National Guard troops last year, but said they would not be used to enforce immigration laws. Brown, Newsom and Grisham are Democrats.

“The border ’emergency’ is a manufactured crisis,” Newsom will say in his State of the State address on Tuesday, according to prepared marks. “And California will not be part of this political theater.

“Which is why I have given the National Guard a new mission,” he continued. “They will refocus on the real threats facing our state.”

In April 2018, Trump authorized up to 4,000 National Guard troops to be deployed in the four border states of Texas, Arizona, New Mexico and California. After California removes the 360 troops, 1,145 will remain in Texas and 580 in Arizona.

The National Guard troops at the border are in addition to over 5,500 active duty troops deployed to the same areas. Neither active duty nor National Guard troops are permitted to apprehend immigrants, but are intended to support Customs and Border Protection by reinforcing existing barriers and providing medical aid.

Just across the border from San Diego, thousands of immigrants wait in Tijuana, Mexico, for a chance to claim asylum. However, under the practice of “metering” used by the Trump administration, roughly 40 immigrants a day are permitted to pass to make their claims.

Cory Booker unveils plan to cut taxes for half the country

WASHINGTON — Fresh off launching a national campaign tour over the weekend, Sen. Cory Booker, D-N.J., unveiled a new proposal on Monday to cut taxes for over 150 million Americans.

The Rise Credit, as the campaign has dubbed it, would expand on the existing Earned Income Tax Credit, which supplements wages for lower-income workers.

Booker’s plan calls for expanding the tax credit’s benefits to higher incomes — from a maximum income of $54,000 to $90,000 for married couples — and raising the maximum benefits as well. Joint filers could receive a 25 percent higher maximum credit, topping out at about $8,000 per year. The plan includes a bigger bump in benefits for childless workers, whose tax credit payout is currently capped at about about $500, but would rise up to about $4,000 under Booker’s plan.

The proposal is similar to one put out by Economic Security Project Action, a group that advocates for broadening and restructuring the EITC.

An analysis of that plan by the nonpartisan Tax Policy Center estimated it would add $2.5 trillion to the deficit over 10 years. Booker’s campaign said the senator would finance his proposal by taxing income from investments similarly to other types of income, rather than using a lower capital gains rate.

“It’s unconscionable that hedge fund managers can pay a lower percentage of their income in taxes than their secretaries,” Booker said in a statement announcing his proposal. “That’s wrong and must change. Creating a fairer, more just tax code begins with putting money in the pockets of Americans who are struggling to get ahead.”

Booker’s proposal is the latest in the 2020 Democratic field that would provide direct cash payments to workers via tax credits or similar benefits.

Sen. Kamala Harris, D-Calif., has the LIFT Act, which would create a monthly tax credit of up to $6,000 for families and $3,000 for individuals that’s accessible to couples making up to $100,000 a year. Sen. Michael Bennet, D-Colo., who is weighing a run for president, is co-sponsoring legislation that would expand the Earned Income Tax Credit as well as the Child Tax Credit. Businessman Andrew Yang is running on a plan to pay every American adult $1,000 a month. Booker and Harris also have proposals to subsidize housing costs for residents who pay over 30 percent of their income in rent.

“They’re all responding broadly to a situation in which wages are flat, everything costs more, and we have to help people close the gap,” said Adam Ruben, director of Economic Security Project Action.

In addition to the Rise Credit, Booker has released a plan to give every American a “baby bond” on birth that grows depending on family income and would be accessible to young adults to help pay for education or start their career.

Trump to award Tiger Woods the Presidential Medal of Freedom

Tiger Woods won the prestigious green jacket on Sunday, and soon he will have another award to add to his collection — the Presidential Medal of Freedom.

President Donald Trump announced in a tweet on Monday that he would be awarding Woods the medal after Woods won the Masters Tournament on Sunday.

“Spoke to @TigerWoods to congratulate him on the great victory he had in yesterday’s @TheMasters, & to inform him that because of his incredible Success & Comeback in Sports (Golf) and, more importantly, LIFE, I will be presenting him with the PRESIDENTIAL MEDAL OF FREEDOM!” Trump wrote.

Trump did not say when the ceremony would take place. The president watched the final round of the Masters at Augusta National in Georgia from his golf club in Virginia.

It was Woods’ fifth Masters victory and his first since 2005. It was his first major tournament victory since the 2008 U.S. Open and came after a series of back surgeries and personal struggles led many to question whether he would ever capture another major title.

Woods became the second-oldest Masters champion, after Jack Nicklaus, who won in 1986 at 46.

Trump, who played a round of golf with Woods earlier this year, joined a chorus of supporters online in praising Woods over the weekend, tweeting Sunday that Woods “is looking GREAT!” before congratulating him as “a truly Great Champion!” following his win.

Presidents of both political parties have awarded the Medal of Freedom, the nation’s highest civilian honor, to prominent sports figures. Last year, Trump awarded it to the former NFL stars Roger Staubach and Alan Page and baseball legend Babe Ruth. Before he left office, President Barack Obama awarded the medal to basketball stars Michael Jordan and Kareem Abdul-Jabbar and longtime baseball announcer Vin Scully.
